		<description>Clif:  In reading the executive summary to the Wisconsin Project they note the the VEU mentioned make up a total of "eighteen percent of total exports".  Was that number published by the DOC?  If not where did the Wisc. Proj. get the number? 

My reason for asking is that I understood that licensing information is held confidential/exempt from FOIA by the government.  I vaguely recall a case where a Miami paper sued to find out licensing information (applicant and end user).  If memory serves the paper initially won but after some internal angst the DOJ appealed and won.</description>
