A basic feature of the EU export control regime permits member countries to control the export of additional/non listed dual-use items (hence the UK dual use list). The EU dual use list and CCL already conform to the Wassenaar Treaty.

I wonder how the treaty will deal with access to the technologies by foreign nationals. Unless I am mistaken, the EU does not allow for discrimination based on nationality. This should be interesting…..
